Chairman of the Boards
 Our
Founder is Dr. Jacques L. St-Arnaud.
He is a Canadian human resources management consultant specializing
in organizational behaviour and learning techniques. He has a wide
variety of work experience and knowledge that, combined with those of
future Advisors, Researchers and various other Consultants, will provide
S.E.I. with the scope
and depth of both experience and knowledge to provide professional
quality research and services.
"As a young child my parents
encouraged me to be curious, and honest, about everything, sometimes to
their chagrin. Later, while working for a variety of Canadian
government departments, I discovered that I also enjoyed finding,
dissecting, analyzing and using information to improve workflows,
leading to my becoming involved in creating and giving related custom training programs for staff at all levels with the objective of providing
participants with a triple-win Global Village Mindset wherein achieving
better work and living environments is a worthy goal in and of itself."
Dr. St-Arnaud has been involved in the information and educational service industries since the mid 1970’s. He founded
Starlight
INFOWORKS
in 1988 to better serve his growing clientele, and to gain more control of his schedule and activities. His services have focused on making information and communication simpler and more understandable.
S.I.'s motto is simply
"Making Information Work For You". From this foundational
knowledge and experience he has continued to undertake research into
socio-economic-educaltural factors to promote a Global Village Mindset. He has since also founded
grp.Starlight, a
private global information exchange organization.
As a current "Lao Wuhan", Dr. St-Arnaud is affectionately known as
Wang Xing Guang.
"These days I am in China continuing my socio-economic
research, concentrating on educaltural research with the objective of
developing a truly Global Village Mindset in citizens in all countries,
as well as tangible projects that will help promote GVM all over the
world. One such project, the Tour Canada, is already being
promoted to middle and high school students in China. Interested in

Dr. St-Arnaud is greatly interested in helping all people become better communicators
and therefore more humane global villagers. He continues to give numerous volunteer activities such a lectures
at various locations, notably the Hubei Library in Wuhan, his home away
from home, over the past 10 years.
Dr. St-Arnaud is also an avid promoter of triple-win relationships between China and Canada, specifically in cultural exchanges and educational activities.
S.E.I.
will eventually have numerous Associates whose combined skills, along with those of independent
Researchers, Consultants and Professionals, both Chinese and foreigner, as well as ongoing student-interns, will work with
S.E.I.
to allow it to offer truly professional, quality, and timely
research and services to global villagers.
